  • 1:00 p.m. – 2:00 p.m. - Corporate Formation – Beorn Zepp. Attorney Zepp discusses business formation options for the cannabis and its supporting industries.
  • 2:00 p.m. – 3:00 p.m. Panel Discussion: Potential Criminality - Criminal Attorneys discuss what criminal concerns remain for the cannabis industry and how to avoid criminal exposure: Attorneys Manny Daskal, Jeff Schwartz, Paul Gallegos, Zachary Curtis.​
  • 3:00 p.m. – 3:30 p.m. Break.
  • 3:30 p.m. – 4:45 p. m. – California Cannabis Regulatory Update - Paul Gallegos.  Attorney Gallegos discusses updates to the California medical and recreational cannabis regulations including key definitions, and packaging and labeling considerations. ​​​
  • 4:30 p.m. – 5:30 p.m. -  Water Quality Cannabis Regulation, An Update – John W. Corbett, Esq. Attorney Corbett, member of the Mckinleyville Community Services District and Chairman for North Coast Regional Water Quality Control Board, discusses regional guidelines for water usage for the cannabis industry.

  • 10:45 a.m. – 11:45 a.m. - Research, History, and Use of THC and CBD – Dr. Diane Dickenson, MD.  Dr. Dickinson discusses the profile of the THC and CBD compounds, their effects, and its potential dangers and health risks as well as avoiding addiction and impairment.
  • 12:00 p.m. – 1:00 p.m. Lunch
  • 1:00 p.m. – 2:00 p.m. - Identification and Elimination of Bias – Tracy Rain. Attorney Rain discusses labor and employment discrimination, harassment, and biases, with special considerations found within the cannabis industry.   
  • 2:00 p.m. – 3:15 p.m. John Bartholomew & Jeff Dolf – Cannabis Seed to Sale Tracking and Excise Taxation in Humboldt - Humboldt County’s Treasurer – Tax Collector Bartholomew and Agricultural Commissioner – Sealer of Weights and Measures Dolf discuss the county government approach to cannabis industry operations and management and its interface with the State of California.

  • 3:15 p.m. – 4:15 p.m. - Ethically Representing Marijuana Industry Clients- Omar Figueroa. Attorney Figueroa discusses legal ethics related to representing clients who are a part of the expanding marijuana industry and the complexities therein.

Omar Figueroa
Attorney at Law

​Omar Figueroa is a pioneering cannabis lawyer with more than eighteen years of experience providing legal counsel and representation to members of California’s cannabis industry, Omar is an expert in California cannabis law and is frequently quoted in the media. Omar has taught several Continuing Legal Education (CLE) seminars to lawyers on cannabis-related topics, including legal ethics, MCRSA (Medical Cannabis Regulation and Safety Act) and Proposition 64 (Adult Use of Marijuana Act).

​Omar graduated from Yale College, Stanford Law School and Gerry Spence’s Trial Lawyers College, and learned the craft from legendary San Francisco trial lawyer Tony Serra. Omar has also represented, on a pro bono basis, medical cannabis patients, computer hackers and activists facing incarceration for peaceful direct action.  He is a Founding Lifetime Member of the National Cannabis Bar Association (NCBA) and a Lifetime Member of the NORML Legal Committee.

Shabnam Malek
Attorney at Law
Shabnam Malek is a partner at Brand & Branch LLP and President of the National Cannabis Bar Association.

She advises clients on domestic and international trademark clearance, registration, and enforcement. She also represents clients in disputes, develops worldwide expansion strategies, and negotiates and drafts agreements, including settlement agreements, co-existence agreements, trademark license agreements, and interstate license agreements.

​In addition to trademark law, Shabnam practices promotions law, privacy law, and all things internet.

Paul Gallegos
Attorney at Law

​Paul Gallegos is an attorney who served as District Attorney of Humboldt County for 12 years before retiring in 2015.

He was instrumental in transforming marijuana policy and had the unique opportunity to witness the impacts of the criminalization, cultivation, sale, and consumption of marijuana on the community, law enforcement, and the environment.

​Mr. Gallegos is a member of the Blue Ribbon Commission on Marijuana Policy and served as a Co-Chair on Attorney General Kamala Harris’ 2011 Smart on Crime Summit. 

He is a private attorney practicing state and federal civil litigation and criminal defense and a frequent speaker.

Tsion Sunshine Lencho
Attorney at Law

​Ms. Lencho is co-founder of Supernova Women, an organization for women of color in the cannabis industry that has been affecting change by providing free education and training programs to communities of color throughout the nation regarding national, state, and local policies and business opportunities in the legal cannabis industry.

A graduate of Stanford Law School and Stanford University (J.D. and B.A., respectively), Ms. Lencho provides regulatory, compliance and intellectual property guidance to California's cannabis industry.  She is formerly the Mayor's appointee to the Oakland Cannabis Regulatory Commission and served on the board of the California Growers Association.

​Ms. Lencho is a frequent editorial contributor to coverage of the industry by Black Enterprise, The Establishment, Vice, and Politico. Her forays in to making marijuana law and policy accessible to the masses can be read on multimedia platform The KindLand.

Jeffrey Schwartz
Attorney at Law

Jeffrey Schwartz is a Humboldt County cannabis lawyer with more than twenty years’ experience providing legal counsel and representation to clients accused of cannabis-related offenses in the California state courts and the federal district and appellate courts in California, Illinois, Montana and Georgia. Jeffrey is a former Humboldt County Senior Deputy District Attorney working with former Humboldt County DA Paul Gallegos, another knowledgeable presenter at this conference. Mr. Schwartz is honored to be one of just a few lawyers who appeared before the United States Supreme Court on a cannabis-related search and seizure case.
​

Jeffrey is a long-time of NORML member and a graduate of the National Criminal Defense College’s specialized training program set up exclusively for the Riverside County Public Defender. In addition to his law degree Mr. Schwartz graduated from Columbia University with a MS degree in journalism and has written and blogged on the subject of cannabis and criminal law.

John Corbett
​Attorney at Law
​Mr. Corbett has worked in the area of Natural Resources law for 40 years and was a successful draftsman of an Amendment to the Clean Water Act.  He was a federal magistrate judge for salmon on the Klamath River.  He is currently a member of the North Coast Regional Water Quality Control board, the Regional Air Quality Variance Board, Eel River SGMA Planning Group for groundwater planning, and co-chair of the Del Norte Collaborative to implement the Marine Life Protection Act.  

​Under his leadership the North Coast Regional Board was the first to implement regulations for the cultivation of marijuana.  He will be presenting on the status of the nine Regional Board marijuana permits, the new State Water Resources Control Board (SWRCB) general permit and transition strategies between existing applications and the new requirements.   It is expected that the SWRCB will continue to have an active Regional Board role.

John W. Corbett, graduated juris doctor Hastings College of the Law 1972.  Masters of the Law University of Stockholm 1973.  Thesis on water quality law administration.  Lectured Humboldt State University water quality law, Indian water rights, air quality law and the politics of Natural Resources Law.

Tracy Rain
Attorney at Law
A partner attorney at Rain & Zepp, PLC, Tracy Rain is a trial lawyer. Over the past 17 years, Tracy has represented hundreds of individuals, children, families, corporations, and estates in their fight for justice. Tracy has tried over 100 bench trials and has mediated/arbitrated hundreds more cases.

Tracy’s legal career began in Humboldt County as a sole practitioner for 14 years. In sole practice, Tracy focused primarily on facilitating adoptions, guardianships, child custody conflicts, juvenile dependency matters, estate planning, and Tracy’s sole practice tailored its pro bono services to provide legal assistance to homeless individuals and local environmental activists.

Tracy attended undergraduate school at Virginia Polytechnic Institute & State University. She graduated cum laude from California Western School of Law in San Diego in December 1999, and she passed the February 2000 California State Bar Exam.

Tracy partnered with Attorney Beorn Zepp in January 2015 and together, Rain & Zepp, PLC has focused on providing legal services narrowly tailored to meet the changing and growing needs of the cannabis industry in Humboldt County and California, both medical and recreational. The firm has assisted dozens of companies in their efforts to become and remain compliant with fast-evolving state and local regulations. As well, Rain & Zepp, PLC endeavors to provide legal services in the fields of securing intellectual property rights, facilitating real property transactions, and estate planning.
 
Tracy also spearheaded Rain & Zepp, PLC’s apprenticeship program, directly supervising two law students study of law at Rain & Zepp, PLC. Through the apprenticeship program, Rain & Zepp, PLC is training the next generation of attorneys handling similar legal issues in the future.

Beorn Zepp

​Beorn Zepp has practiced law in Humboldt County since 2014 with a cognate in business and corporate legal services related to the cannabis industry in Northern California. In 2015 he formed Rain & Zepp, PLC with Tracy Rain. His practice involves providing legal and ethical advice to corporations and individuals seeking licensure and permitting, as well as persuading law makers as to policy and administration.

Prior to forming Rain & Zepp, PLC, Beorn practiced law in the courts of the Yurok Tribe and the Hoopa Valley Tribe for 5 years, focusing on water rights, environmental law, and victim advocacy.

​Zachary Curtis
Attorney at Law

Zack Curtis has over a decade of experience practicing criminal litigation within the Madera County Public Defender’s office and the Humboldt County’s District Attorney’s office. 

Zack currently practices at Rain & Zepp, PLC where he has now branched into environmental law, land use litigation and permitting, while also giving support in corporate formation and contracts.


​After graduating UC Davis, Mr. Curtis spent 5 years in the Navy as a nuclear qualified electrician on a submarine. He graduated with honors at the McGeorge School of Law, while working as an analyst for the Attorney General’s office.

Diane Dickinson, MD

​​Diane Dickinson, M.D. is a family practice physician and after working in solo private practice, at a community clinic and as a hospitalist--became a cannabis clinician in 2008. 

​Member of the Society of Cannabis Clinicians, an organization working  "to maintain and advance the highest possible ideals and service standards in the education, practice and research in the medical use of cannabis".
